Regulatory & Administrative Law

The Firm’s lawyers are experienced practitioners before regulatory agencies and in administrative law hearings and trials. Our expertise covers a wide field of administrative and regulatory subject areas, including wage and hour, general tax matters, employment tax matters and unemployment insurance, workers’ compensation, land use, air quality, and defense of professional and brokerage licenses, among many others. The firm has intimate working knowledge of the process of awarding government contracts, adoption of government regulations and defending municipal and county ordinances from challenge.

Our attorneys have appeared before the California Employment Development Division (EDD) and California Unemployment Insurance Appeals Board (CUIAB) in connection with unemployment insurance matters and to argue that decisions favorable to our clients should be established as binding precedent for subsequent matters. Since the quasi-judicial opinions issued by the Board have the de facto effect of regulations applicable to entire industries, the firm often takes additional steps, such as these, to protect clients’ interests. The firm also has extensive experience in the appeal of unfavorable unemployment insurance and audit determinations, often appearing before Administrative Law Judges in an effort to obtain positive rulings and other advantages for clients.

Representing the Rights of Employers Throughout Southern California

To that end, the firm has also appeared on clients’ behalf before the Workers’ Compensation Appeals Board (WCAB), Los Angeles County Board of Taxi Commissioners, the Los Angeles Department of Transportation, and the Colorado Public Utilities Commission, among others. Our attorneys have also worked closely with City Attorneys to coordinate defense of certain matters and to protect client interests, including safeguard of city contracts, worth millions, awarded to certain business clients.

Our lobbying efforts on behalf of our clients have recently included the drafting and publication of a white paper presented to the Department of Labor Standards Enforcement concerning the classification status of independent contractor drivers. The paper was very well-received by the DLSE and its counsel, and contributed to that department’s current review and revision of classification guidelines in California. The paper can be reviewed in its entirety here. The firm’s attorneys have also appeared before various governmental and regulatory bodies in an effort to negotiate regulatory changes favorable to client interests.
